It's time the MLB implements a salary cap (and not a crappy "soft" one like the NBA) to keep this type of shit from happening.

Simple really. If you're above the salary cap limit, you forfeit every game until you get back below. Make it hurt, or teams won't care. The NBA method is stupid because some teams really don't mind paying extra, and it generally skews everything (the Knicks are different because Isiah Thomas was a horrible evaluator of NBA players, and of chemistry).
